Dominique de Villepin supports the global license and maintenance of Internet Piracy

In his project for 2012 published today, Republic of solidarity, the movement headed by Dominique de Villepin took a stand in favor of the establishment of a global license, "obviously in exchange for fair remuneration for authors." The global license is a system providing for the legalization of the download works.

In return, an amount would be levied on Internet subscriptions, and transferred to the beneficiaries according to a complex system of distribution. Defended by some opponents to the web laws, who see it as an alternative system of graduated sanctions, the global license was briefly adopted by Parliament in late 2005, when a vote in plenary on the night DADVSI (Rights Copyright and Related Rights in the Information Society), before being removed from the text.

"The availability of cultural works throughout the territory to the Internet age requires global license," Judge Republic secured the draft, which does not, however, the removal of the High Authority. "Hadopi dadvsi and framework will be retained to fight against abuse," the statement said, citing in particular the sites' for profit free download ", sanctioned by the dadvsi, and downloading of works" before the legal deadline broadcast after first release, which could be targeted by Internet Piracy.

Critical of the web laws, Dominique de Villepin was estimated in 2009 that the blanket license was a "line of thought." DIGITAL ECONOMY The Republic solidarity program also provides a "special funding" to encourage the development of software industry in France, and support for free software, but did not specify how.

At the level of public services, the project foresees the development of services on mobile phones, and creating a "single portal of Culture presents the works published or listed on sites of INA or the National Library.
